CEL always on no DTC's in V3

i have a 99 gsx with a full 6bolt swap the motor and harness came from my old 97 gst (never threw a CEL in gst). i did the swap last summer and since then the car has had a CEL on but isn't throwing any codes in DSMlink. has anyone heard or experienced this? a little info on the car 6 bolt swap 2.3l new plugs ngk wires gm maf link V3 water meth fiav bypass new front 02 (car has a bumper exit exhaust so no rear o2) all grounds are clean voltage and everything is good. any help would be appreciated.

None the cel is on but not throwing codes

Maybe bad ECU or wiring/circuit tripping the CEL to stay on. Otherwise, if it was me I'll try hooking it up to a different/better code scanner and see if it could pull any codes.
