car revs when it shouldnt...

Alright, quick problem. When I push the clutch in sometimes, it revs to 1.5k and then back down to 1k. Just recently it started to do this thing where when I start to push the brake to slow down, the revs go to like
2.5k and stay there for a minute then come back down.
My anti-lock light is now on all the time as well. My alternator belt is also about to snap and I think it is wearing down my battery.My car is a 1993 talon Awd as well. I dont really know at all what
this could be, can someone help me please?

Someone told me it could be the vacuum line, and someone else told me the clutch could be slipping, does anyone else have any idea?
 
Check the ISC and the TPS also. Intake leaks could be a culprit as well. Do you have idle surge?
