Car revs itself...wtf

So I was driving home tonight and I noticed that car was running really lean for some odd reason. Also while cruising if I lay off the gas the car fell on it's face. I started logging on dsmlink (no cel light present at all) and noticed that my front 02 voltage is between 0.00 - 0.9volts. Is this correct?
While stopped the car would go down to 1200rpms and rev up to 2200rpms, then back down, then rev itself again.
So my thoughts.
Is my front 02 sensor shot? Or is it my Iac/Isc ? And is the iac/isc a dealer only part?
 
It sounds like you have a very big vacuum leak. Do a boost leak test and see what you find.
 
Ah, so maybe my isc/iac is ok? I'm going to check it in the morning, don't want to piss off the neighbors at 1:30am
 
If you have any local junkyards, that'd be the best place to get a ISC. That's where I got mine. I suggest buying 2 or 3 if you can find them, just in case one doesn't work. Then just clean it with some carb cleaner and throw it on. Don't be scared to look at early-90's Hyundais, because that's where I found mine. They have some of the same parts.
