Car hesitates unless in boost

My car will hesitate when im not into boost, it only hesitates once in awhile I thought it was an evap but after I fixed that it is still doing it. When it hesitates it jerks around like a clogged fuel filter, but when I throttle it up to 5psi, it will only hesitate for a couple seconds then run normal. I took out the black vacuum canister and blocked off all the hoses, I have a feeling that is the reason it is doing it but im not sure. I'd appreciate all the help!!! Thanks
