car has boost spike

yesturday is the first time this happened my boost is set to 15psi for just normal driving what is happening though is i will floor it the boost will jump way up to around 18psi then it will fall down to around 14psi and hold there my boost has been at 15 for a while so im not sure why its spiking or why when it goes down it settle's lower then what i have always had it set also this only does it through one gear if i keep on it into another gear my boost will just hold at 14

I have been pretty busy so i haven't really spent much time goofing with it. has my boost controler maybe gone bad on me?
 
Check for small leaks on the pressure source hose to the MBC and hose to the actuator, make sure both hoses are the shortest route possible. If your pressure source is off the BOV line, try using the turbo outlet see if it would help. Good luck.

Normally I would agreed, as it measures the manifold pressure but in the case of boost spike, the shorter the hose the better.
