cant figure out idle surge

i have been fighting my laser trying to get her to idle correctly. mines a little different from what i have read. it will run fine on a cold start once a day. it starts acting up about 20 mins into driving, it really bogs down and is slower then my escort was but it will build boost just no ass. also the idle is about 2500 rpms but once warmed up its around 1500.
what i have done so far
-boost leak test passed
-new isc and biss/o-ring
-i did reset my ecu and tried to set biss
-coolant sensors are new
-egr valve gasket replaced
-throttle body seals
-fuel pressure hose checked
- FIAV replaced
has anyone else had a problem like mine? or have a link to a thread that is solved with my problem would also be great.

check your tps voltage when this happens . if its above 0.63v at idle then you have a bad tps
 
well heres my update i decided to just go ahead and do an emissions delete because i don't need e check. at the same time i put on a FIAV bypass plate. the car now idles around 750-800 rpms and has 17-18hg vaccum and a good afr. after its running for 10 mins the vaccum drops to 15hg sometimes 12hg and then the afrs are 18+. i have only one boost leak which is in the weld on my BOV flange but still holds pressure great.

is it a bad idea to install DSM link on it right now?
 
I didn't think about checking this, what's the easiest way to do so?

You can install your ECMlink and read the voltage, or the old way of finding the test connector in the passenger kick panel and using a digital volt meter.

Your looking for a consistent cycle in closed loop under 1 volt.
 
previous owner did the timing belt before i bought my car, which is only about 16,000 miles ago. i guess i would of never of thought to check my timing marks because its ran great since i purchased it. i believe my timing marks are off, can someone verify this?
also since im off by one tooth were any valves bent? curious...
