Can ignition system affect vacuum?

Searched and didn't find anything, but my question is....

Is there anything in the ignition/fuel system that can affect vacuum at idle? Because I have had a vac of -16 ever since I've had my car and I've done so many boost leak tests with so much soapy water and even a smoke machine. I'm so stumped.

So is there anything else besides a leak that can affect vacuum?

BTW my car idles like crap on hot starts. (coil packs maybe)
 
-16 vac is fine...Nothing wrong is that. The vacuum depends on 2 things. How strong your motor is, and how high above sea level you are. I have -20 with a motor that has less then 500 miles. If it idles like crap its your throttle body. The TPS and ISC in 1g's all go bad. Which will cause the car to jump around only at idle. Correct? I hope this helps ya out
