ECUflash Can Evoscan setup a 2 Step Launch Control?

I have a 98 gsx with the stock ecu. I am looking into Evoscan as a cheap tuning tool that I can learn over time to really call myself a dsm tuner. I just want to know ahead of time if I will be able to set up a 2 Step / Anti-Lag / Launch Control system programmed into the ecu, or if there is something else that has to happen for that to function?
 
Technically I haven't gone anywhere haha. This is a pre-evoscan tuning question to see what I am about to get into. So you use to ecuflash roms during the evoscan tuning to run different setups and control different aspects?
 
No. Evoscan is just for logging as he said above. Ecuflash is what you would use in conjunction with a logger (doesn't have to be evoscan its just one of the most preferred) to flash and tune ## car. Read thru the link that mike96 posted for a better understanding.
