Cams turn HARD in new head

I got a core from a friend, he picked up the head from a junk yard. He installed a timing belt improperly and immediatly bent the valves. I had the head rebuilt so I could do a quick switcharoo on my daily driver that had a head gasket starting to leak. I used the cams from my cylinder head on the new one and now they turn really really hard.

I have the caps in the right position, or at least identical to the head I took off. I do notive two differances in the cylinder heads though.

The oil passages for the lifters on my old head go all the way through the head and have an allen plug on the timing belt side and one on the transmission side. The rebuilt head only goes through from the transmission side to the last lifter bore and has allen plugs on the transmission side.

Also above the exhaust manifold there is a spot on the old head with 1 dimple(little hole drilled about 1/8" into the head) and the rebuilt head has 3 of them.

The cam journals for the 4g63 have always been the same size right? I wish I had a bore gauge handy to see if any of the journals are out of round. Anyone know the cam journal diameter spec?

I am pretty sure the caps are from this head... But I cannot be positive because I havn't ever seen it run on a car.
 
If the caps are installed right, the next most likely cause is that the head is warped. There is a small chance that once it's torqued down it will be usable, if you want to try it. I'd have a machinist check it out anyway. Odds are the surface will come back flat since it was rebuilt, but have them check the whole thing for warpage.
 
I would assume that the cam caps are either off another head or that the cam caps are not in the right spots.
