I'm not sure if this will get locked in here, but i figure where better to ask a california specific question.

I'm probably moving to california late this summer, so i'm trying to get as much info in emissions testing as it will be the first time i will have to deal with it (at least there is one thing michigan is good for, no testing whatsoever).

If my car is registered in michigan and has michigan plates, will I have to get my car emissions tested right away, or do i get to wait until i have california registration and california plates? I'm curious because i know i wouldnt even come close to passing inspection right now (3" exhaust no resonators or cat, and obviously un-stock intercooler pipes and intake) and im wondering if i should find a stock exhaust this summer before i move (would be a pain in the ass to send across the country), or if i will have enough time after i move in to find one.

Basically:

1) With a car registered in a non emissions state, with non emissions state plates, the title and everything else for michigan, would I need to get it tested right away, or would i get a sort of grace period to get everything else settled. (transfer of registration, state plates, etc)

2) Is it actually as hard to pass emissions as most of these guys make it out to be? What sort of things should i look for and make sure they are proper before taking it in.

3) Any other tips for a first timer to pass?

Thanks guys.

The good news is that since it's AWD they can only test your idle. Beg, barrow, or steal a stock DP, stock cat, stock intake pipe, and box. Paint your piping flat black, new plugs, new PCV valve, good wires and make sure your BCS is connected. You should be OK with all that if the cat bolts to the custom cat back.
Other then that and being hasseled by the cops, it's cool here. You'll like it. :D

20 days... I guess i better start searching for parts.
My plugs and wires are not much more than a year old, think i should change them anyway?

I have a greddy Profec B II boost controller, could i remove the whole factory BCS and install the greddy solenoid in the same exact place.. would that fool the inspector?

What is this i've been reading about guys replacing thier ECU with 99 model ECU? Is there some sort of flaw in the 98 and older that I should look out for? (I have a 96)

It's ben found that many Mitsubishi stock ECUs from model years 96-98 have inherent problems in them. They will fail the Functional Test since the monitors are not ready. My car (a 98 GSX) had failed on its very first smog test. I went out and bought a 99 GST ECU and smogged it, 3 days after I failed. It passed. I now have a 99 GSX ECU in my car and it passed my smog test last Friday again. The ECUs are flawed and Mitsubishi will not do anything about it.

Your Profec-B has 2 parts - the solenoid and the boost control unit. I will suggest that you take off the boost control unit and hide it - dont forget to plug the hose. The boost solenoid can be left in its place since it will function the same as the stocl boost solenoid without the control module. I left mine during test since it is well hidden and my install was clean.

The Mitsubishi tech I talked to said he problem was more prevalent on 96 Eclipses. I dont know about Talons though.
