BOV blowing off not under boost?

if your accelerating slowely to lets say 5k and have no boost showing on your gauge and then shift, shuld you still hear the BOV alittle? or only under boost? IM asking cause I got a new INjen Filter and my bov is like 10x louder now so maybe im just too used to hearing nothing.

ok cool I was worried that maybe my boost gauge was off alittle so when i was running like 4 psi the gauge was only showing 1 or 2 . thanks for setting me straight
