Boost leak valve cover breather

I was wondering if this is normal to have a boost leak at the valve cover breather??
I just replaced my turbo with a big t28 excellent condition and primed it b4 install...My old t25 was trash.. So
now on a boost leak test with the engine warm it will only hold 15 lbs boost before it leaks into the breather (11 lbs when cold)..When I did the test thru the LICP it held 20 but air trickled out very very slowly from the breather as compared to very loudly and rapidly when the test is done at the compressor inlet of the turbo. I did replace the pcv valve just in case. The car does not smoke (anymore) Like it did with my crapped out T25....
The motor has only 49000 miles..
 
I like the part where he mentioned he was having a leak at his brake booster line. I had that! I was blowing the brake booster check valve open the wrong direction and pressurizing the brake booster. New brake booster line with check valve pointing in the correct direction and it still did it. My brake booster check valve was my boost leak. I replaced it with a purpose built all metal high temp, oil tolerant, hi psi check valve. No more brake problem and no more boost leak.
