If you tapped your boost gage correctly (after the throttle body), it should read close to full vacuum almost immediately after closing the throttle. This is normal.

Until the next cylinder tries to suck air in past the closed throttle plate. About .0000025 seconds at 4000 rpm.

You need to work on your grasp of what boost and vacuum are.
