i am running 12psi with no boost controller is there a reason why?

No, that is not stock boost, stock boost is 10 psi. If you are running 12 psi, its because the previous owner must have done the bcs mod.

No, the stock boost level ranges from 7psi to about 12-13 psi as every car is different so all of you are right.

Stock boost on my car was 9psi, removed the bcs restrictor to get 11psi.
