2G Boost creep and fuel cut?

Hey guys, I'm new to dsm and just bought a 95 gsx. I just got it running and I took it out for a test run. As soon as it hit 4500 rpm is acted like there was a limiter there. I'm guessing the turbo is overtaking the a/f ratio and making my car act the way it is. I'm not sure but that's why I'm posting. I need some help with it and the quicker I find out the problem, the quicker another dsm could be on the road. Haha

+1 On the boost leak test. I had to replace my BOV & rebuild the throttle body the last time I had this issue.
