Bogging/missing at 15psi?

OK I have a strange bogging issue. When i go full boost it starts bogging bad, but if i stay in it, it will pull after a few seconds of bogging. The issue changed when i put a new set of plugs in today, now it bogs as soon as i hit 15psi and wont go past that(Strangely the bogging felt smoother after i put the plugs in). Could this be caused by a boost leak or is it maybe bad spark wires, or even fuel/timing related. Also is it possible to blow out your TB shaft seals completely(found small leak at TB shaft seal and couldn't fix it, drove from SC to NC hit fuel cut on the way and since then the bogging happens in every gear, before it only happened at the top of 3rd, 4th and 5th and would spin 2nd to 5000rpm and not rev any higher?) Any help/opinions would be great, I'm open to anything(related to the post)
 
If you have a wideband check to see if you are running rich when It bogs, to me it sounds like a spark thing,especially if it got better after new plugs. Its probably running really rich. I don't think a boost leak would fix itself mid boost.
 
Yeah my gauge(narrow-band) goes goes rich and stays there until it stops bogging. I did a 5 gas analyzer test on it the other day and its has a lot of Hydrocarbons and a lot of air. So i was told that anything above 7% O2(air) means you have and exhaust leak and i had 9% O2. I'll post the full results later. Also when i started noticing the bogging issue is also when i noticed my spool up time got noticeably slower.
