1G BLT leaking bad wastegate actuator?

Doing a boost leak test before I get back to tuning and intake side holds 20psi no problems.
But air is coming from the wastegate flapper?
If I hold back the actuator manually it'll stop.
I attached a short video.
Is this a bad waste gate actuator or something else?

You're pressuriizing the intake, which is connected to the actuator, which moves when its pressurized. You should block off that port on the turbo outlet that goes to the actuator while performing a boost leak test.

I blocked it off and now it holds boost no prob!
