blow off valve upgrade

hi everyone i'm new to the forums i just resently just got my first car and its a 1999 GS-T i was wondering what type of blow off valve should i get that is street legal i really want to upgrade because the stock one sucks ! i can only hear it when its really quiet in my car so i want to be able to hear it & also other people too a friend of mine told me that some are illegal to have and some are not so i was wondering could anyone help me out and give me some info what to buy ? thanks
