Blocked off FIAV & ISC, starts up and dies, few ?s

I just installed a block-off plate that removes the bottom half of my TB. I already had the coolant lines for the FIAV blocked of so it wasn't working anyway. I went to start up my car and it would not start, so i hit the gas while cranking and it started up reved to about 4500 and shut off. Tried to start it again and the same thing. I researched before I did this because it doesn't seem like I could just block off the ISC (since it controlles idle), but all the responese I got said it would be fine. Also, my SAFC is reading my throttle at anywhere from 3-6% when i am not even touching the gas. I was pretty sure it used to say 0%. Could this problem of not running be because i didn't get the TPS back in the right spot, or is it from the blockoff plate?
 
The SAFC scales it's TPS percentage based on the highes and lowest voltages it's seen.
on a 1G you can flip to the sensor check screen and adjust the TPS until the voltage reads 0.5v or by using your datalogger and getting 10%. You can't however use the main SAFC display.

I don't believe in blocking off the ISC and FIAV so I can't help on you main problem.

Unless you didnt hook something back up or you have a big leak some where you should be able to get it to idle by giving it some gas and holding it in place.
Turn your biss screw in a whole bunch and start it. Then go back and unscrew it till you get your idle where you want it. also your gonna need to get the car completely warmed up before you do this otherwise it will idle really high onces it reaches full operating temp.

also why did you take off your tps? Did you replace the seals? Cause you shouldnt of had to take it off for this.

Thanks for the info guys. I did replace the TB shaft seals that is why the TPS might be off. Also, i completely forgot about the biss screw. I took it out when I had the TB apart to clean it, and replace the o-ring in there as well. I had a ton of boost leaks. I will try to correct my TPS by doing what Steve said, and try to adjust the biss to get it right.

Also, when it does start up and it revs high, and shuts down it sounds really strange. I also noticed some smoke blow up by the car from the exhaust, but when it revs up it sounds really zippy if you can understand, and the sound is from the engine, not the exhaust.

I tried to adjust my TPS to 10%, but when i turned on the car it was at 16.9. I tried to adjust it and it went to 13.6%. That is the lowest it would go. Is there something wrong.

Also, if i keep giving my car gas it will run but jumps all over the place. Also, it sounds ( and this sounds weird) but my engine almost sounds like a die grinder.
