Have you checked to make sure your BOV isn't opening on you around that pressure?

I had to stiff of a spring originally. Now im running a 8 psi spring which is right in my vacuum range. Even at the lightest part throttle let offs I get the BOV. It also surged during part throttle with a 11 psi spring which was way to stiff for my application. How do you check a BOV when boosting 14 psi? Surging goes away in the higher psi range/higher rpm range.

Check to see how your air fuel ratio is

My AEM wideband is reading between 11.6-11.8 during the surge. This is at 43% throttle and ONLY 2.5 degrees of timing.
