1G Bad compression, need advice

Did a compression test today on my 90 tsi. Pretty much got 100 psi across the board with little variation. Engine fully warmed, throttle at max. PO allegedly did a full head rebuild, timing belt, and all general maintenance. I verified that the timing marks were lined up with piston 1 at TDC so it hasn't jumped. I added a cap full of oil to cylinder 1 and re did the compression test with a result of 110 or 115 i forgot. Does this mean my rings are bad for sure? my valves not seating correctly? What should I do?
 
Seems awfully low. How does the car run? Smoke?
No smoke. Car runs beautiful actually just doesn't have any power. Runs very rich. I thought it was a boost leak at first and built a DIY tester and couldn't build any pressure at all. I just took apart the intercooler system today and couldn't find any noticeable leaks but I'm sure there is one.
