For those whose cars aren't street legal, where do you go to tune and log your race cars?

I can do the standard boost leak test and compression test along with tuning it at idle but I would like to have some data to work with before the events. I could see myself scrambling at the course trying to figure out why I'm getting boost creep up to 25 psi between runs or building no boost at all. Therefore wasting a day and the registration money.

Maybe you guys can give me some ideas.

Where in DC would they be friendly to this type of activity without the police getting all huffy and towing my car to the impound where I would never see it again?
 
If its really that much of a race car it needs to be on the dyno anyway. Otherwise you need to go out away from the city to country roads. At least throw some kind of tag on it.
