I want my outer taillights to run while my lights are on, but let the full taillight come on when i press the brakes. I know i could figure out which wire to cut by trial and error, but i was seeing if anyone already knew.

Please do not mess with your rear lighting or brake lights. They are there for legal reasons.

Nice answer. Oh yeah, dont put an intake or exhaust on your car. They're there for legal reasons.

Sorry taillights are there for other peoples safety including yours. Hate to say it but there is old people and soccor moms who don'tpay to much attention on the road. One less thing they need is some weird ass brake lights. Do what you want. Your car, and it'll be your fault when you get rear ended and the investigating insurance company see you tampered with taillamp wiring.
