Another car won't start Question. And I use the search button

Well, I been searching on the net and on the car for about 2 months. I had the ecu capped a year ago. Used good starter, new battery, new alternator, new ignition switch. And no start just click. I get a CEL when I turn the car on but it don't start. I hear the MPI Relay under the dash click on and off. But no start. I opened the ecu and the caps look fine. What could it be. I rewired the starter to a toggle switch and I hear it click on and off but no start nor does the motor turn over. It will turn by hand. What could it be. Anyone know? Its for my 90 tsi.

You rewired the started to a switch and it clicks... does it turn like it's trying to spin, just not engaging? It sounds to me like the solenoid or the starter itself is bad.... go get it tested...

I hear it trying to turn but I don't think it is. The starter is fine its almost new and been tested twice.
