dip stick is common for many upgraded Mitsus but the oil filter isn't. Cheap fix for the dip stick is to use electric tape at top....

check your compression. And do yourself a favor and buy an OEM Mitsu pcv valve. Those junk parts store ones are notorious for leaking even when they're brand new.

sounds like someone messed up the threads on your oil filter housing and it is not staying tight. take your filter off and check to make sure the threads look ok and normal. I have seen things like this when i worked for Valvoline. if they are messed up then you can replace the center screw neck but be very careful cause you can break the oil cooler and your coolant will start mixing with your oil, unless it has an external oil cooler setup

Was the motor rebuilt recently? Sometimes when a motor is rebuilt your piston rings will settle wrong and align themselves so that you will get blow-by and pressure in the crank case. It can also be cause by a bad pcv valve allowing boost pressure into your valve cover. If you are running over 18lbs of boost you need to get a check valve and put it in line with the pcv valve. PCV valves will usually leak at somewhere around 15-18lbs of boost. that will pop out your dip stick.

1. Replace pcv valve
2. Check compression
3. Get crank case evac kit
4. Buy a new threaded section for the oil filter housing and make sure you have a gasket on the oil filter when you install it. Be sure to put some clean oil on the gasket before you torque it down. Torque it to spec.
