AFC TPS Reads 4.9V at 5% throttle (pedal movement)

Just hooked up the AFC NEO. Everything functions as it should with the exception of the TPS reading on the AFC. With the pedal out it reads 0.035ish V and then I would barely hit the throttle, it flashes up to 4.75V. When the TPS is unplugged it also read the 4.75V. So it is basically reading WOT as soon as I touch the throttle.

I tried another working TPS and it does the same thing. While I had the TPS loose I rotated it to see if I could get different readings. And I would barely rotate it and it would either read 0% or 100% throttle.

What would cause the TPS not to be able to output in betwen 0V and 4.75V and just go to one extreme or the other? one extreme or the other?
 
i think alot of the ecu input sensors read "backwards" like 5vlts would be 0%tps and ans 0.01 would be 99-100% tps. i know injectors work like that, they fire more with less voltage.
 
I set up the AFC correctly with the arrow pointing upwards. It is set up correctly b/c it reads low voltage with no throttle, and 100% throttle when I push the pedal. So it's working in the correct direction, just too fast.
 
Correction above is that the alarm wire was hacked into the RPM wire, so the throttle signal wire was untouched.

I also tried another TPS and it is still doing the same thing.
