a question about eh front bumper mount

this dumbass guy towed this 1g i bought and now a large piece of metal is prutruding out the front of the bumper. its the piece of metal behind the front bumper that the radiator sits on. looks as if there is a plastic hose with some electrical wires going through it. this piece of metal is it bolted on?(can be bought at a junkyard) or is it a part of the frame and needs to be welded back on?
 
It's a little hard to give you an answer without pictures. But if it's definitely the frame that goes around the radiator then there is no unbolting that. I suggest you take your bumper off and take pictures, because there is other pieces of metal that it could be besides that seamless frame.
