95 tsi awd turbo starter trouble

just installed the engine in my 95 eagle talon tsi awd turbo and I am having starter trouble. I bought the car with a blown engine that was all took apart, and half the parts robbed off it and im slowly putting it back together. the starter grinds but do crank the engine, and the part number says its for the car but to me it seams like the starter drive gear is too small, you can see in the pic comparing it to a 1993 manual fwd, so i knows it aint one of them but the drives look the same size except for the offset. i thought the awd starters had bigger gears due to the smaller flywheel. and help will be good

also dont mind the scratch marks on the starter that was from turning the engine over to install the torque converter bolts and i had one not screwed totally in yet

the dowel pins are installed, the pilot bushing is installed, and the starter plate is correct, gears fine inside starter

Starter plate is installed this is the sound. It dose crank but struggles
 
nope 7 bolt, seams like the starter aint close enough to the ring gear
 
Well tried another starter. A m1 t73388 and the same thing. But not Shure if it was the right one again. I noticed the flex plate bolts lightly scuffed the starter. What is the correct way to install the flex plate to the engine? Is there any spacer?

I have a brand new starter comming for Friday and I wants to make Shure it's all correct, I have the correct fitting starter plate, the correct smaller awd torque converter, correct bolts, and correct pilot bushing, not Shure about the flex plate but I'm pretty Shure it is correct Upon further inspection it seams like the starter is only catching on the top of the teath on the converter
