95 talon tsi awd TURBO problem!

I have a 1995 eagle talon TSI AWD with 152,000 miles. It does have a check engine light on. I believe one of the codes was the turbo manifold? Well, the car idles funny, and it runs rich because it smokes out of the back (fuel smoke). Well, when I keep the pedal half way down it boosts to 13-14 PSI, but when I floor it, it will goto 13-14 and then go down to 8-9 and stay there, is this normal, or should it be pulling full boost? I was wondering if maybe a sensor in the manifold is making the turbo act funny, or what else it could be?

Run the codes off the ecu and see what it is saying.

haha this is so weird i have a 95 talon with 152k miles on it! My oil pressure light always comes on because i run 10-30.. car is just to old going to start running 10-40 or 20-50.
