It seems there's never been a very definitive answer to this so hopefully we can put one on the books. Do EvoScan's ACTUATORS not work on a '95? I can log flawlessly (though slow) but I can not get the actuators to work at all. I always get "No response from Vehicle ECU". I've tried increasing the timeout, and sometimes I won't get that error for a good 20-30 seconds (with a timeout of 5 sec) but it's never long enough to adjust my BISS. In place of that, I searched and searched and found someone mention the ISC being at 30 steps at idle, so I adjust my BISS until my ISC was at 27-31 steps at idle via the logger and called it a day until I can get a better answer.
Also, since you can't log and run an actuator at the same time, how do you get a good RPM reading? EvoScan shows 750 RPMs while the in-car tach shows 500 RPMs.
