Any FWD 2g has a speed limiter because they came stock with H rated tires which aren't rated to go faster than 135 MPH (Thus the governor is at 137 on 2g FWD's)

Do a search in the tech articles for "Tired of only going 137?" and you'll get yourself a nice VFAQ.

GET Z RATED TIRES BEFORE YOU EVEN ATTEMPT TO DO THIS. I don't want to see moron crashes car by blowing out all 4 tires on the 6 o clock news.

Not that I would go faster than 135mph on H rated tires, but technically H rated tires can go past 135mph for a brief period without blowing up. Z rated tires can travel at high speeds for extented periods of time.
 
And I believe that the AWD doesnt have a speed limiter because it came stock with Z-rated tires
