Like the title states im sending my block to the machine shop and ive heard if you get the crank cut might as well trash it. So my question is what machine work should i have done to the crank i heard balance it but doesnt that invole cutting it?

No. to balance a crank they just drill deeper holes where the existing holes are already drilled.
 
Cutting the crank will not significantly weaken it. Many of us run cut stock cranks without issues. The factory hardening process goes deeper than .010-.020, which is all the machinist will take off.

Be sure to have the plugs removed/replaced and the oil galleys scrubbed.
 
A balance and micropolish would be the only things I'd get done if that's what you can do. If it needs cut I personally would junk it or sell it. The coating on them is supposed to be .030" thick. If you cut even .010" off that's 1/3 of it gone right then and there. In my opinion, that's weakening it.
 
Grinding a crank undersize does not affect the strength.

Before you get ahead of yourself, get the crank cleaned, magnaflux inspected for cranks, checked for straight, polished and mic'd. If everything checks out ok get it shot-peened, micropolished, balanced and final washed then it will be ready for assembly. Chances are good that you wont need to have it ground.
