420A Low compression on #1

my 420a with 130000 miles lost the water pump the other day so I took it to my mechanic to replace. the engine did not over heat and the timming belt did not jump time. my mechanic in stalled the new water pump and timing belt along with inner and outer timming covers all parts were from MOPAR. he also installed a set of reground camshafts that i had done at a reputable shop, they are copys of crower stage 1's. I went to pick up the car today and the engine was shaking and missing out the tail pipe pulled the #1 spark plug wire and nothing changed did a compression check and all cylinders are at 180-190 except for #1 its at 90. he is gonna check it out on monday to make sure its not something he did to cause the problem. but my experiance with low compression usally leads to a major repair of some kind. got any ideas of what it could be? pure a cap of oil in that cylinder , if the compression jumps up then its most likely a ring.
