2G 3g lifters already on

I was out of the DSM game for a while but now that im back in and rebuilding an engine i came across this. Now if im not mistaken and remember correctly. These are 3g lifters. . . Right? Which leads to my next question, either somebody got into this engine before me and added 3g lifters, or did the 99 gst and gsx get updated lifters straight from the factory for the final year after all the customer compalints?

They are the revised lifters. As far as I know no year came with them.
