420A 2gNT High Beams not wired, how to fix?

So my friend has a 2G 2.0 non-turbo Eclipse, she bought as is with Halo projectors installed. But the high beam wiring off the headlight housing is just hanging there. Does it need to be wired to a relay? I'm not that savvy with electrical but if I can figure out where it needs to be connected I can solder some wiring splices in to get them working.

of course for high beams to work they have to be connected i would start with a haynes manual as it has wiring diagrams, also contact manufacturer of head lights and they can supply you with the info you need good luck
