2G 2g fuel pump priming problem

So recently I noticed the fuel pump in my 2g stopped priming... I started having hard starts and just not hearing the fuel pump prime felt unatural. My 2g has a 6 bolt bottom with a 7 bolt head and I'm running a 1g cas with the RRE adaptive harness for the 97-99 dsm. I started checking for power with a test light from the fuse box to the mpi relay and the fuel pump relay.... it just so happens that while I was checking for power I put the test light on pin 3 the yellow wire of the cas and then I heard the pump prime. I then got a wire jumped from pin 3 to a ground on a bolt on the fire wall and sure enough I heard it prime again... what could it be and what's the approach I should take?

Fuel pump on a 2g turbo only runs when engine is turning with key on (when ECU sees CAS pulses). It does't run when key is on but engine not turning (2NT does but not 2g turbo).

sounds like the cas is getting ready to go out. fuel pump is run off the crank signal. bad signal will be a hard start or a no start. test voltage on it. hook up a 12v wire to the power and ground the cas wire. black multimeter wire is grounded obviously and red on cam and crank pin seperately should read 5v to 0v and back to 5v if its right. if its bad it'll be low voltage or a steady voltage

I've read this everywhere people are saying 2g turbo cars don't prime but my 98 used to prime, My friends 99gst primes and his cousins 98gsx prime..
