i have a mostly stock engine,97 gst, it ran 14psi ever since i bought it, i put a manual boost controller, ball and spring type, in the line from the turbo to the wastegate actuator but then i took it out cause the least it would do is25psi, so after taking it out i constantly hit 19psi, about 14 in first gear, 15-16 in second, 18-20 in 3rd 4th fifth, i replaced the whole line that the mbc tapped into and it still does it, you think the actuator could have been messed up from having the 25 psi hitting it and its not working all the way cause it cant hold pressure no more??? i already replaced the boost gauge, still get same readings.

If it's side to side, it's ok as long as it's not hitting the housing. In and out would be a different story. Are you smoking? The car I mean, LOL! Any oil in the licp? Stop doing these 20+psi test runs, let off before it gets that high.

i think its just a crap mbc...
If you're getting a steady 13psi bypassing the mbc, I would have to agreed with you. I suspect the spring is probably too strong so the ball never travel far enough to release pressure to the actuator.

As long as it's not smoking it should be fine. My final suggestion for you is that since it already has some shaft play, it is crucial that you prevent EVER over boosting it and the best way to do that is to make sure the intake is leak free by performing a boost leak test, no not a visual inspection but a real one. Happy boosting.
