I took my motor out and I’m trying to re time and I have no clue what this goes to there was no belt but so i believe it’s not to anything

Solution
Balance shaft. Some will leave that shaft in and just remove the rear and go with the stubby.
It beats pissing around with turning bearings when the motor is still in the car and does no harm.

Spin the oil pump by hand. If it evenly turns, you have no rear balance shaft. If you're finding its got resistance as it's turning, like it's weighted, then it releases, then it's resisting again, and over and over ad nauseum, you have a rear balance shaft still. Running only one (it's directly connected to the oil pump by internal gear) is not a good idea and you should restore the pulley and belt or remove the rear one as well.

It spins evenly 0 resistance. So do I have to restore it?
 
Sounds like you don't have a rear balance shaft. The only question remaining is whether they used a proper stubby shaft, one of the cheap ones that destroy pumps, or if it's a modified/cut regular shaft. Personally I'd be pulling the pump apart to inspect it and get answers.
That does mean you'll need a few gaskets, maybe replace the seals, etc.
