1g surging on decel, after new fuel regulater instal HELP

My car is a 1g 92 awd laser. New built motor with 505 miles on it. Evo 3 16g, front mount, stock 450cc, afc neo set to default ( no cerection), fule lab reg set at 39 psi, running 10psi of boost.

So like the title sayes. I installed my fuel lab regulater from stm tunning the other day set the pressure to 39 psi. Car Ideled like crap. Drove it around and noticed that on the decel my car wold chug or if I was crusing at a stedey rpm. So i drove it home and did a boost leak test. Fond that I had two leaks one was at the number one injector seal. And the other was the throttle body shaft seals. So I ordered some new gaskets and seals. Got them and put them in. Did another leak test and I have 0 boost leaks. Well I started it up and it still ideles kinda off but better. I took it for a drive. And the same thing is still happening. Now I have searched and I don't see and one else reporting any issues like this. Can some one please help.

Did you set the FP with the vacume line off?

I did adjust the presure withthe vacume off. And I found the problem. My throttle body was all out of wack from whe i put the new seals in.
The tps was off and so was the idle switch. So I had to play with thows for a while and I got it fixed. It still dose it a little bit but Not nrely as bad as it was. I can acualy drive the car now.

I have one other question thow.
Why do u have to set the pressure on the fuel reg with the vacume off?
Whe I did it i set it to 40 and then I put the vacume on and it whent down to 32psi. So what number do I want the one with vacum or with out.
I am useing the one with vacume and I uped it to 39psi
