okay guys got a wuick question. im in the process of rebuilding a completely stock motor. I used a different stok block with the stock balance shaft bearings that are still in good shape, the previous owner did a balance shaft delete and the way he did it was for the front balance shaft he cut it just so the first lobe would fit in the front bearing closest to the case. The balance shaft on the oil assemby was cut to where just the stub was left and he used an extended bolt to close up the oil hole. ( shaft is now roughly and 1 1/2 inches long) I was going to correct this by putting stock balance shafts that i had laying around. My question is that when i put the stock balance shaft into the oil assemby and bot it up the gears do not want to spin freely nor at all when it is tightnened down. I can twist the balance shaft and it does not want to spin, is this normal or it it suppose to spin easily and freely?
 
The rear balance shaft and oil pump gears should spin easily. Something is out of whack. Take it apart and inspect.

okay ill check it out, my best guess is the spare bolt head on the bolt i used to bolt the gear to the shaft is too tall
 
Did you instal new BS bearings? If so, they need to be driven in perfectly square or they will bind. I ended up making an alignment tool with a spare front case to get my bearings in straight.
 
Make sure you check the rear bearing on that front balance shaft. If the previous owner unaligned it then you will have to realign it when you put the shafts back in. If they just left it aligned then thats going to be a big internal oil leak and possibly caused damaged to the internals if they drove it like that.
