I'm thinking about buying a used walbro 190 because the guy only wants $50 for it but he says he doesn't have the kit.

Can I directly replace the old one with just the 190 or do I need to buy additional parts? If so, which ones and where can I buy them?

$50 is a pretty good price regardless of whether or not you need the install kit. I'd buy it if I were you. I'm almost certain you will need the install kit, but it's been awhile since I installed my Walbro 190 pump. They can be purchased from most any one of or supporting vendors.

A quick search netted this list/description of the parts included in the install kit.
