15 Psi stock?

Alright i got a 93 laser turbo. ever since i got the car it has boosted 15 psi. on my stock boost guage it goes up to 14, my friend told me that stock is around 9 psi and he was thinkin it was weird that im up to 15 stock, no controller no nothin. so i went and got aftermarket guage and sure enough up to 15. whats up?

anyways, stock should be around 10psi. not sure whats wrong if ur boosting 15. i'd say that it's better then boosting 10!
