1-2 shift at high rpms not locking in

When im shifting from 1st to 2nd at higher rpms (above 4k) sometimes it feels like 2nd doesn't want to lock into gear unless I hold it hard into place. All of my other gears are fine at high rpms (3rd, 4th, 5th). It doesn't grind, it just doesn't seem to go into place, and it is making me look like I'm missing gears. At regular driving speed, its shifts fine, but the higher the rpms, the harder it is to get it to lock into gear. I don't want to nuke a transmission as I don't have the money to repair it. Tranny is 30k-ish into a fresh rebuild, clutch pedal assembly has new bushings and welding done, clutch has about 20k on it. I have no clue. What should I be looking at? Shifter bushings? Cables/adjustments?
