This is an old school block off flange that allows you to run an external wastegate off the manifold by blocking the flapper on an internally gated turbo. This is a stock DSM/Mitsubishi/FP OEM bolt pattern. If you REALLY wanted to, you could make a hole and weld your tial V band outlet...

92-94 Eclipse center taillight panel. Good condition. Is missing a corner up top in the black section. When the hatch is shut it covers it. Could epoxy and build a new corner. Never see these in the yard even the last 20 years. Wish I could find some more talon centers like this...
