I know that this is a wierd question that if the radio was hardwired then taken out would that cause the blower not to work?

I also have a 4k quattro when i messed the hard wiring the dash lights and the blower didnt work so i wonder if that is the same problem? and if the resitor pack is bad can i hard wire it on a toggle still so that i can have one fan speed?

Well if the radio was wired into the blower's power wire or relay wire and then when removed the wiring wasn't put back to original then yes.

You can connect the blower's black/white wire through a switch to ground (to get hi speed) assuming the heater relay is still operational.
