Why won't my 550's lean out?

I'm having this odd problem with my MAFT. I finally got my wideband going and it pegs out at 10.0 rich at WOT, doesn't budge. Turbo is a 14b at 20psi, I have 550cc's correctly set via the MAFT and it was only turned lean enough via RPM mode to make boost cut stop. No knock and consistant timing. I went from -6% fuel pulled to -14% and it didn't budge. Tried upping the boost and it still would not move. Only other fuel mod is an evo 8 pump. I adjusted my injector size to be larger so it will pull more fuel globally, I went to -29% and it started at 10.0, went to maybe 10.5 then back to 10.0 at 24psi. How come my 550's aren't wanting to lean out?
