When do you reach full boost?

Spool is really only hindered or helped by exhaust flow. More flow into the turbo, quicker spool. The more that escapes out through leaks or cracks the slower spool you will have. With cams I saw 20psi on my ported 16g at 3200-3300. On the green I make 17psi at 3796 verified by DSMlink and a GM 3 bar.
 
I'm not sure why this was brought back.
"Full boost" -the greatest disparity between turbocharger output and the motor's ability to use it- will continously vary with RPM, engine load, throttle opening and air characteristics (weather).

Well, I NORMALLY hit full boost at 4000rpm with my SBR M50 (25psi) in 3rd gear. I can build 20psi by 3800 though.

With my EVO 16G I would hit full boost right around 3200rpm.

With my 14b I would hit full boost around 3000rpm

And with my T25, I would hit full boost..well who the #### cares what that turbo hits full boost at.

Anyone who drives around on the street or freeways, and wants it to come in between 3-4k. Where real driving is usually done.
