what are these wires??

Can anyone tell me what these wires are. It's a mess and whoever did this needs to get socked. It might not be the greatest picture but I'm sure a lot of you can figure it out. This connects to the ECU.

I believe those are grounding wires if you're talking about the one with wires sticking out. I think it came stock like that...correct me if I was wrong.
