Weird problem with startup/1st gear and slow turns

Ok this problem has finally gotten to me! Lots of us with 1st gens have problems with squeaky belts upon startup. Well mine had the same, no big deal. I ended up breaking my belt awhile back and replaced it no problem. Problem seemed to go away for awhile then all of a sudden it started coming back, and worse then ever. We(me and my bro) retightened the belt and it was basically ok. After a few weeks it starts coming back and we are like wtf. Now it squeaks on startup and usually all through 1st gear. It also squeaks alot during slow turns. The thing I also noticed during the 1st gear/slow turn squeaking is that the power steering seems to be gone. I have replaced the power steering rack due to a leak a few months back and the power steering fluid levels are fine. What could be the problem? My brother is thinking along the lines of the power steering pump going bad? Would this be something to look into or no, also what else should I be looking at?
