2G Weak boost?

I have t-25 w/ 1gen bov and manual boost controller.

It's supposed to be set at 14psi. Whenever I have it at WOT my boost guage reads that the boost is only at 14 psi for like a second or two then it drops back down and settles at 7-10. What's up with this? Do I have a boost leak?

It's possible. I would say do a boost leak test. The t-25 wont hold a steady psi above 12 or 13 after 4,000rpm. I got mine to hold a steady 17psi on race gas. but regular gas I cannot get it to hold above 12 or 13.
